The power supply in question is the PowerSpec 650 Watt 80 Plus Bronze ATX Semi-Modular Power Supply. It’s 35.99 at my local micro center for open box. I’m just curious if it’s a good idea to use a psu that someone returned. All stories and/or thoughts are appreciated. Thanks

That was a junk PSU before it ended up open box. I would never trust an Open box PSU to begin with, but on top of that an Open Box, junk PSU? no thanks.

Microcenter has a vast selection of PSUs, why do you need 650w? Most systems don't need nearly that much, and right now you can get a Corsair CX550M at Microcenter for $59.99 which is astronomically better. Or the Seasonic S12II 520 PSU right now its on sale for $44 there with a monster rebate bringing...
Open box is a euphemism for returned merchandise. The trouble is you don't know the reason it was returned. If it was returned because the didn't like the color, then you may be OK with the purchase. If it was returned for a good reason then you are stuck with it or you have to return it yourself (and the restocking fee if there is one plus shipping).

If you have a Microcenter near you, you're lucky. Their prices on CPU's in particular are better than anywhere I've looked. Unfortunately, my state doesn't have one of their stores. Seasonic, EVGA or XFX would be my recommendation.

Get a good quality power supply. Pinching pennies on a power supply isn't going to end well.
