Is any SSD faster than any HDD?

The title says it all. I want to know if any SSD, including the low-end ones, faster than any HDD, like a fast one like WD Black?

I had Kingston v300 120gb, it was slowest piece of crap ssd i had with bugged firmware and it was still alot faster than my WD Black. Then i got Samsung 850 Evo that smokes anything, best ssd i had so far.
