[SOLVED] Is anyone experiencing snowflakes with RTX 4080 ？

It happens occasionally when I have a browser tab open with a video playing, like YouTube.
In other situations, it never occurs. And as soon as I move my mouse, it resumes to normality.
Gaming is 100% fine.

It started about 4 months ago. I don't remember what I did to cause it.

It is not because of:
1. monitors (tested on multiple monitors)
2. browsers (tried Chrome and Edge)
3. cables (tested on multiple as well)
4. driver (reinstalled)

I want to test with another GPU but I don't have one, and my CPU has no integrated graphics.

I wonder if it is universal and if anyone have seen it. Thanks!
