Is b500 v2 bad?

So i bought a pc (used) recently and i have been getting 15-30 fps on games like Rust, csgo and Overwatch despite using lowest settings. I bought the 1 year old pc used, i don't know a lot about pc's but i belive the psu might be the lacking component as i dont know what else could be wrong.

This is my pc.

Cooler Master B500 V2
Intel Core i5-6500 Skylake Prosessor
ASUS B150M-PLUS, Socket-1151
Crucial DDR4 2133MHz 16GB
ASUS GeForce GTX 1060 6GB Dual OC BLACK
Seagate Desktop 1TB 3.5" SSHD
Windows 10

check cpu and gpu temp/usage using hwinfo or msi afterburner and report back pls. PSU should not impact FPS. If it is not enough, it will shut down.
