That being said, some devices might have specific features that require a specific device driver to be installed, but the basic functionality of pairing and being recognized, and the ability to use the protocol, is included in Windows 10.

You still need to have hardware that is capable of receiving and transmitting the Bluetooth signal though, and that means you either need a motherboard that has integrated bluetooth OR you need an add in card or USB reciever that can pair with your bluetooth device such as headphones.
