Is Coil Whine an issue?

I believe my computer has some coil whine when i play certain games, or almost every game such as Gmod.

Anyway im pretty sure this problem cannot be fixed, but if anyone knows any way i could quiet it down or even prevent it please let me know.

But my main question is is this an issue that will harm my computer in anyway?
