My PC Specs:

Processor: Intel(R) Core(TM)2 Quad Q9550 @ 2.83GHz

Memory: DDR2 8 GB PC2-6400 800mhz

Motherboard: Asus P5Q-E

Graphic card: EVGA GTX 750 2GB Superclocked

PSU: EVGA 430W

Resolution: 1920x1080

I know it's an old CPU, but my budget is tight.

Solution
I had a Q9550 OC'ed to 3.4 and then a GTX 480 and honestly. I was able to play Crisis 3 on Medium 1920x1200 with little lag at all. It has been 2 years since i played anything new on that but you know they say. If it can run Crisis it can run anything (Almost XD)

If you have a good GPU i say give it a try if you can OC it a bit if you have the machine already. If you are looking for a upgrade option to buy then save your money.
Do what I did with my older desktop (still in use as a secondary), it has a Q9550 and a really nice aftermarket cooler. I was able to overclock it to 3.5ghz. It runs some games really well, like Diablo 3 and Starcraft 2. For newer games, all you can do it try them and if they stutter, lower the settings that push the CPU the most. With that GPU you wont be playing at max settings anyways.

Note: not all CPU's are created equal, my overclocking results may not equal yours, should you attempt it.

For some games, take the system requirements with a grain of salt. I can run pretty much any program on my primary desktop and it has a 1st gen Intel i7, despite most games today saying they require newer models.
