Is CPU cooler requierd?

Hello, I recently decided to build pc for the first time. Upon trying to boot it an Ez Debug LED CPU & DRAM started to flash. I tried probably everything to solve the problem but I couldn't do it. And then I though if it may be because I bought CPU i5 7600k and I didn't install the CPU cooler. Could that be the reason why my pc won't boot?

Yes, absolutely. Most boards will have a failsafe that a system won't even post without a CPU cooler installed.

Even if it could, the CPU would overheat before you could do anything anyway.
