Is CPU usage oscillation normal?

This maybe sounds pretty dumb but since I am having a hard time to solve a problem in the pc I download this program from AMD softwares so I can check on the CPU stats but I don't remember if its normal the cpu usage to oscillate. I have a Phenom II x4 3.2 But if I run the program it keeps going from 3.2 to 800mhz and then to 3.2 again

Well, you could send me the rest hahaha. But seriously I am having a problem with my PC again. Afetr that other one that I told, since yesterday the PC is really horrible, I get 4 frames in BF3, there is cleary something wrong but I dont know what. Do you think it could be the CPU or the PSU, because to render videos you need a good CPU and RAM right? Ad normally a video of 15 mins takes half an hour to render but today I rendered a 16 mins video and it took 1 hour
