It has enough amps and wattage for that graphics card.
For more information check out the PSU Requirements on the bottom right of this reply.

However if you are looking to overclock and game a lot you should purchase a Tier 2 PSU.

Can't is a strong word. You can, it just isn't ideal. It's really not a big deal when we're talking about a low power card like a 750 Ti, especially if you have a newer Intel CPU since they don't use much power.
