Im just curioust tho, if i make my pc go to sleep are there any electricity going through my gpu?

if you have enabled pci-e power during sleep,,,, then yes

No. S3 Standby (AKA sleep mode) shuts down practically everything except RAM. There are some exceptions, like USB ports and motherboard RGB may still be powered on , but that's about it.
