Is EVGA releasing fixed 1060 ACX 3.0 cards? Also will it be enough?

I just got a gtx 1060 6GB FTW+ ACX 3.0 ( https://www.amazon.com/EVGA-GeForce-Support-Graphics-06G-P4-6368-KR/dp/B01LSLRTFI ) off amazon a few minutes ago and was wondering if at this point the cards on amazon have thermal pads applied already of would I need to do this by myself? Also, I have a 6600k and 16 GB DDR4. Will my new system be able to handle BF1 and other new games maxed or at very high graphics levels 1080p @ around 60-75 fps stable? Thanks!

No, they do not have thermal pads on them.
The pads are being added to new cards, the cards in Amazons warehouse are likely months old.

You can request pads if you need them.
