Is fast internet an absolute requirement for 4k?

Hi I will soon be getting a very powerful machine which can run 4k; I already have a 4k monitor but the only thing I need is fast internet. Now I can afford the internet, except I live in a Mod edit: keep it clean please area where the highest connection speed I can get is 17mbps and 4k requires atleast 25 mbps. The best service providers are not available in my area so is there even any point of me wasting money on 4k PC? Can I not download the video in 4k and watch it in 4k from there? Or is fast internet absolutely compulsory.

PS. My internet connection download speed is 5mbps. Yes it sucks.

Solution
You need 25Mbps to STREAM 4k (i.e. on youtube/netflix). If you're just downloading 4k content than it doesn't matter what your internet speed is, except for wasting your time.

4k Gaming is still a somewhat worthwhile goal, but not really.
Sounds like where I live with only TDS as an option. Slightly lower speed could still work, but you may see buffering. Could just think of those as intermission. Just go get a snack or hit the john. Some like Amazon tho have download options you could use while doing other things. The 17mb shouldn't hold you back much.

Amazing. Then I guess this means when it comes to 4k gaming I can only view the 4k in single player and not online I guess. Damn it. Well looks like I'll stick to the PS4.

It doesn't work like that. Gaming is rendered by your graphics card. Resolution is not dependent on your internet speed. As James Mason said 4K video requires a fast connection. You are streaming the video. You aren't streaming the game. Gaming resolution will depend on the ability of your CPU and graphics card to render 4K.
