Your pc is weak and old and that graphics card is so weak it sometimes can't even play 1080p video i would suggest getting at least an hd6670 or something in that line

That card won't run GTA IV, not even close.

You'll need a GTX460 at least, or a 560, 650, 750 to run it.

It should run on your hardware, just lower the traffic volume greatly.

That card is useless as well. You need at least a 640. At least.

Way to much for your system your system will bottleneck it a lot so i would go for something in the kline off an gtx 650 or hd 7770 and btw whats your psu?
