Is GALAX GeForce® GTX 1060 EXOC 6GB any good?

So the Price of the GPU is high everywhere, but i found that GALAX GeForce® GTX 1060 EXOC 6GB has the lower price 345 in Dollar and the other cards are 410$+
So my question is should i go for this card? i heard rumors that this card doesn't support fan stop mode, it always spin even when it's IDLE.
And what about the build quality? cz if i buy this cards, then i'm not gonna be able to upgrade my pc for several years.
Any Kind of help would be appreciated

dual fan, should be ok for stock, can't say about overclocking capability which I suspect not good.

I'm not planning about overclocking,
but if there's no fan stop mode so will this shorten the lifespan of the fan? i saw a review and he said that fan always run at 33% when idle

I think you can use msi afterburner to customize fan curve.

Yeah i know i can do that but i'm not sure that i can turn of the fan if the manufacturer doesn't support fan stop mode
