Question Is GPU Throttling Bad?

So GPU Throttling is where the GPU reduces its Clock so it doesn't overheat, I'm not exactly sure when it is enabled, but is it bad for my GPU?

It is designed to prevent damage to your GPU and if you notice it being an issue you would need to look into when it is happening and why.

When it is enabled depends on the card itself, but most are mid 80s. My rtx2080 would start throttling slightly at about 83, and never got over 85. This was with a very high oc on the card.
