Is gpu underperforming

corsair vengeance 16 gigs ram
GTX 1060
Corsair VS650 PSU

Recently, like a month ago i used to get stable 500 fps in cod 4, but now when i even try for 333, it is unstable. I can't figure out the problem, in desperate need of help. :/

What, if anything changed between the two times? Install a different driver? Update windows? anything?

Nah Haven't changed anything in this time, tho 1-2 times had a power surges. Can it be the reason?
