I defiantly think so, I can run CS:GO with high settings on my old gt 710 and it is a really crappy GPU.
CS:GO is also very well optimized for low-end GPU's so using a GTX 1050 will certainly work well especially with your cpu

A RX 460 or GTX 1050 either of these cards will be capable of 144+ FPS at 1080p max settings. A R7 370, GTX 750 Ti, or GTX 950 will average above 60fps @1080 max.
