Is GTX 1050 Good For An 4K HTPC

I am Looking Forward to Buy a GTX 1050 Ti for Pure HTPC Build.... I am Thinking Will it be Able to Handle 4k Movies And shows

Yes a 1050 is more than adequate to handle 4k video

Also If i buy a Pre OC card... Then Do i need to Downclock it to use without a 6 Pin Connector
I have a corsair 450watts PSU.... So No 6 Pin Connector

get a standard molex to PCI-E adapter, or a card that doesn't require a 6 Pin connector.

Sir The Card doesnt Require a 6 pin connector......
The Card is Zotac GTX 1050 Ti OC editon
But the Prob is My PCiE slot provide Just 35 Watts And The Minimum card requirement is 75 watts so also i saw a Video in which it shows a Position on this card for Overclocking

Ahh ok, sorry I thought it needed one, I think you would be better off with a card that DOES require one, and use an adapter to give it enough power, I can't see that even downclocking it will drop the power draw to less than 50% of its original power requirement.
