Question Is H310 MB usable for i7-9700?

My MB died because of a bad PSU...
I had AsusM5A97Pro+Fx-8320
I was low on budget and the cheapest CPU I could find in my local market that was better than Fx-8320 was i3-9100F ... so I got it + Asus Prime H310-PLUS R2 ...

But now I have the budget to get a i7-9700 ... So should I change the MB too? Or would it just work ... should I go 9700K or 9900 or 9900K?

I am not gana overclock, I am not playing games at the moment but might .in the future ...

This is my workstation with 850W PSU and 16GB ram and CoolerMaster Hyper 212 LED (2x120mm)

I usually have these running :
2+ Phpstorm, VisualStudio, MicrosoftTemas, FF with 10+ tabs, Chrome , WAMP, Nodejs server for Angular,
And soon I will start working on mobile app with emulator for android + VM for IOS+ios simulator

An H310 motherboard can run an i7-9700, but it would be bumping up against the limits of the VRMs. If you were going to run a high end CPU, you might as well build an entire new system, to make sure it has a sufficient motherboard to handle the CPU. It would make more sense to move up to an i5-10600(K) or i7-10700(K) if you were going that route.

I would suggest holding off until Ryzen 4000 is released in 1-2 months (hopefully) to see how good it is compared to Ryzen 3000 and then either build a whole new system with a Ryzen 3000/4000 6c12t-8c16t or build a Core i 10k series.

Skip 9th gen entirely. Go with 10th gen.
It has much better specs/performance for lower price points.

For example i7 9700 has 8 cores/8 threads. i5-10600 has 6 cores/12 threads - similar performance for less cost.
i7 10700 has 8 cores/16 threads.

My PC has been in the shop for the past month and I've been working on my labtop, can't wait that long.
I am just waiting for my old PSU to come back from guarantee service some time next week.
The new PSU that I bought so I can work and won't wait for my old PSU was faulty and damaged 4 motherboards , 2 rams and my RX480

There is no 10600 in my region yet.I am thinking of getting a i5-10500/10400 + B460 MB

Q1 : Is B460 ok for i7/i9 too or would it be limiting as well?
Q2: considering that I won't be overclocking , is it worth investing in a Z490?
Q3: Would I be able to install a 11th gen cpu on thses MB's?

Q1 Here are the capabilities of a B460 chipset:

B460 would be ok for I7/I9 so long as you do not plan on overclocking a K suffix processor.
Past that, I see no limitations for the normal user.

Q2 No.

Q3 Perhaps. most motherboard vendors have indicated support for pcie4.0 and possibly for gen11 with a bios update. But, my guess is that next gen motherboards and chipsets will be needed to get better use the new capabilities.
The reality is that cpu upgrades, for one reason or another will be accompanied by a motherboard change.
Your own situation is a prime example of this.

I would think that the
i5-10500/10400 + B460 MB
upgrade is reasonable and a considerable upgrade over your current processor.
With so many tasks running concurrently, look to a 2 x 16gb ram kit.
