Is hard disk usage supposed to go to 98 percent during a steam download?

Its only doing this for one of my 2 hard drives. The other is pretty low during downloads. I also went from 85 fps in the far cry primal to 61 when trying to benchmark on the uplay version during the steam download, and it was downloading to the hard drive that fc primal was not on, but it was often using 98 percent of the disk when downloading. Is this normal, and what do I do to fix this? It says in defraggler the disk health for both drives is good.

Yeah it depends on the speeds of your drives. Downloading from Steam does usually use up a lot of disk, uses up cpu a bit too I think. Just best not to play games while downloading.
