is hd 6450 is a descent gaming card

Can I play all latest games at med or low settings with HD 6450 especially games like crisis 2... my monitor resolution is 1370*760..

I have played Crysis 2 with a 5450 at low settings at 720p with about 20fps so am sure you can too but its not worth it. Spend a little more and get the 6670 which will allow you to play at medium settings with 30fps for most games at 720p including Crysis 2.
