Is heaven really the best to test stability because i have a 7870 oc sapphire, and anything above 1100 even 1110 will crash in heaven a few mins in, but can run 3dmark11 tests all day long without issues.

If im crashing in heaven then i guess its unstable, but im sure this card can go over 1100mhz core clock, even the bad chips have gotten to around 1150.

Unigine Benchmarks are great being they are GPU only despite higher clocks on the CPU. Furmark is another and is the IBT/Prime95 of the GPU world. If you're crashing in anything, you are not stable. And nobody is guaranteed high OC's... there are a few variables though considering VRAM clocks and Core clocks both have correlation to each other and stability.

Saying this, try your higher OC but lower VRAM and re-test.

Thing is, i have not touched the memory yet, the memory is stock, ive started with bumping the core up 10mhz at a time, reaching 1110-1120 becoming a little unstable, but stable in 3dmark11 all day, furmark also is stable i can run that temps go up and still no crashes or artifacts, but i dont like running it like i would prime95 because i heard horror stories about furmark.

I just made 3 laps of Heaven on 1120, with one flash, i thought it crashed but then the benchmark continued from where it was.

Going to try bumping the memory up now.
