Is higher core clock helping for more performance at weak CPU?

Is higher core clock helping for more performance at weak CPU? For example if there are 2 GPUs - one with 1000 MHz Core clock and one with 1200 Mhz core clock (all other specifications are equal), will 1200 MHz one run faster? I know that at enoughly powerful CPU that one with higher core clock will be more productive, but will it make difference at weak CPU i.e. will it help CPU for achieving better performance?

well about fifa, I think you will be fine, especially at that...
I decided to buy GTX 970, but it will swallow up all my budget so i will be able to buy new CPU at best after 4-5 months. There will leave around 30 euros which i can spend for GTX 970 with higher core clock. I've AMD Phenom II x4 840 3.2 GHz.
 


go for the gpu, and for 4-5 months, try playing games which are not CPU intensive, for those games, you will be fine, and after 4-5 months, grab a decent CPU and play anything you want
 



Is FIFA 15 CPU dependent? One way or another i will mainly play FIFA 15 in the next 4-5 months but at 1440p, i just bought BENQ BL2710PT.
 


well about fifa, I think you will be fine, especially at that resolution, the minimum cpu recommended is AMD Phenom X4 9750 and yours is AMD Phenom II X4 840 which is 30% higher performance when running single-threaded and In multi-threaded programs, the 840 is expected to have 23% better performance...so you should be fine hitting ultra settings with no problems
