If it's a barebone as listed courtesy of the URL I've parsed, you're going to need more than 16GB of ram although more would be ideal but at least 16GB of ram, for the latter title(hogwarts legacy) you've mentioned. One more point, an RTX3070 for 1080p, is overkill.

With a target of 165fps I would not expect a 10700 to have any issues in the vast majority of games.i have 66hz for now but im getting 1080p 165hz as i get ZOTAC Magnus ONE
The memory controller on the processor will do at best DDR4-2933MHz, if you still decide to go along with the video, as in, get DDR4-3200MHz rams for the barebone, they will operate at DDR4-2666MHz due to the motherboard. Just be wary that DDR4-2666MHz will mean performance is left on the table. Ideally you should be working with a dual channel DDR4-3200MHz ram kit.
