Is Intel core 2 Quad still worth buying?

Hi, my name is gaurav and i am assembling a low-end gaming pc rig for myself. being a student, i don't have enough cash and permission to spend something like $300-400 on a PC. so i searched online and i found good deals for intel core 2 quad CPU's. i found a core 2 quad q6600 for $24, a core 2 quad 9400 for $35 and a core 2 quad 9650 for $65. and the ram and mobo are also very cheap. my budget is $200 and now i just want to know if these quad core cpu's can still run gta v, fallout 4 and other titles in low settings 30+ fps with a gt 710 or 1030?

You should be able to find a complete used system for $200 that is not 10 years old.

Core2 Quad is not really worth the buy. Core2Duo is really cheap and while the Quad is a good bit better then the Duo it is like going from being 12% adequate performance to 18%.

A gt710 is just above most intel integrated graphics. A GT 730 would at least show some sort of benefit.

A gt 10xx is not going to be good for you at all. All the new generation 10xx cards are UEFI bios only, and no socket 775 cpu is going to have uefi bios which did not really start to become mainstream until socket 1155 (2nd/34d generation intel core i3/5/7) and was not the norm until socket 1150 (4th gen intel).
You'll realize that the amount of resources dropped into your budget build will equate to you actually spending 400-500USD up front and jumping onboard to a Ryzen 3 platform with the latest and greatest. Although I have my doubts of the above listed parts being able to run anything today at a playable frame rate, I'd like to know what resolutions you'd like to run the two mentioned titles...? What other titles are you looking to play on?
