Who is the manufacturer? Are you comfortable building your own system? (its really not hard and theres lots of youtube build guide videos)

Here is a build that IMO is better and still leave you room for upgrades since it's also cheaper. Didnt include a copy of windows since you can either run Windows license free (with a water mark) or buy a very cheap OEM key online for around 30 USD.

Again who actually makes/assembles the computer? What company is it?

What has me worried about the build is that there is no PSU brand or model and 600 watts might sound a lot but a cheap 600 watt with a 9900 and 2070 is asking for trouble. Another thing is the 9900 runs hot, so a good cooler is an absolute must and see no mention of what kind of cooling the PC has.

Spec wise it looks good, and frame wise that depends on what game, what settings, what resolution.
