I have a RX580 Red Devil Golden.
In India all GPU prices are super high a friend of mine is going on a trip to US and the RTX 2060 Price is $400 for the Gigabyte Aorus and some benchmarks shows that an OCed RTX2060 is almost as good as a RTX 2070.
Is there anything better than the RTX2060 at the moment is it a good choice to upgrade now from RX580 to RTX2060 at the moment.(my PSU is a corsair CX650)

*Don't have a monitor I use a TCL iFFALCON 55inch 4k TV as a display

*Also planning to upgrade from i5-4590 to Ryzen 5 3r gen (Zen 2) once it gets released

You think that's high. In my country it is $499 (the lowest possible price). I would definitely buy RTX2060. Currently use GTX1060 3gb, because I sold my AMD Fury and switched to nVidia. I was thinking for GTX1660, but considering it doesn't support RTX technology, I've changed my mind.

Sorry! I should read better. Why so expensive? That's almost two times.

Sadly most of the computer products are 40% to 250% expensive compared to US prices its been always that way here in India.
one more question does the 8GB VRAM in my RX580 mean that I can play 4K games but the 6GB VRAM in the RTX2060 wont even let me play games at 4k?

VRAM isnt an issue 8gb rx 580 isnt as fast as a RTX 2060 but its good to have more of it.
you can play 4k games but heres the catch to play decently 40-60fps on 4k with lets say an RX 580 or the beastly RTX 2060 youd have to go for low mixed with medium settings on most games which looks waaay worse than 1440p with all settings on high-ultra. so id say just pair the RTX 2060 with a good 1440p monitor 60hz+ and you will have a way better gaming experience and you can actually appreciate the detail of the game rather than play on 4k with settings toned down.

besides 4k monitors are expensive you could easily save up by buying a 1440p monitor and get a better GPU.

Thank you so much for the info and about the monitor I don't have one I use a 55inch 4K HDR TV(iFFalcon 55K2A) I mostly play 30-60 FPS never beyond and that's all my TV could handle
