Question Is it a Thermal throttle ...

Hey Everyone,
I'm running a Ryzen 5 3600 overclocked at 4.4Ghz and facing some thermal issue. Earlier (before OC, @ 3.9Ghz) the temps were pretty normal (about 30-50 Degree Celsius , 57 Degree Celsius on 100% stress from CPUz). But now I'm seeing the temperatures being nearly around 80 Degree Celsius after 1-2 mins of stress in CPUz. I've a Silverstone's 240mm radiator installed which has the best specs with highest pump RPM and radiator fan CFM(static pressure) both on paper and on monitoring softwares. Also my PC is in a very well ventilated area with 3 intake and 3 exhaust fans (inclusive of radiator exhaust fans ). And I can't blame the cooler because @ 3.9 Ghz on all cores it gave me 57 Degree Celsius which most of the other AIOs in that class won't.
Pls can anyone suggest me how to get my PC temps down around 70 Degree Celsius ?!?!

I don't think that is possible... When you overclock the Ryzen, the temps rocket up. My 3900X at idle is about 35-40 degrees C. If I limit the speed to the base clock of 3.8 GHz, the temps hit about 75-80 degrees under load. If i let the CPU go full speed (not overclocking) to 4.4 GHz (my CPU cannot hit 4.6 Ghz out of the box) the temps will easily hit 90+ degrees, and this is with the Corsair 280mm H115 RGB Platinum AIO cooler. With the old stock AMD Wraith Prism air cooloer, my CPU hit ~100 degrees and then the CPU thermal throttled.

hmm i have 1600x, when its 4GHZ on all cores it draws 180 watts from socket and temeprature is like 70C (1.5V) on stress test
while gaming i can go 4.2GHz at 60C as long games wont go over 3 cores usage (cant go 4.2ghz on 6 cores either mobo limits or cpu limits -system freeze)
