In sli the top card will always run hotter then the lower one. The top card gets less air flow and raising heat off the lower one.
There are work arounds for games that dont like sli like forcing the cards to alternate every frame. top card will do all the odd frames and the lower card will do all the even frames. Back when The elder scrolls online came out i had to force my two 580's to do that other wise the lower card was not used.

90 and sometimes 95 degrees for my first card and around 70 degrees for my second card. I also increase the fan speed 100
Second cards is fine. But the top card is way too hot. So the card is "sandwich" side by side or there is at least one slot gap between top and bottom card? You can try replacing your thermal paste. Worse thing can happen is your top card fans are already on it's way out.
