How bad is it? Is it better to have 4 GB GTX 1650 over the 3 GB GTX 1060?

The issue you would most probably get would be throttling due to the aging CPU, and its i3 nature. There may not be a measurable impact on the different cards listed in your question due to this throttling, I am guessing.
