Is it best to buy a new/low end/expensive graphics card or an older/higher end/cheaper one?

I'm looking to add a graphics card to my (budget) system

and I'm in between a new Radeon r7 360 which would cost me about U$200 in my reigon
or a radeon hd 6950, used, but for U$100

Which one should I go for? I understand that the hd 6950 is more powerful but it is also an older card, so I'm in doubt..

Solution
Do not buy the 6950 as they are no longer releasing driver updates and improvements. You're better off with the newer card that supports GCN as that is all AMD is updating these days. Also they benchmark nearly the same, where the R7 360 has room to improve with driver updates, the 6950 is done.

the 360 is still around 10% more poowerful than the old 6950 ,id say its a fairly good card for medium settings still (its essentially the old 7850 with slightly higher clocks).

youre plainly in a country with a high pricing structure, the 360 is generally a $100 card or thereabouts in the usa & most of europe.

yes! everything in argentina is two, or three times the cost of what I see on tigerdirect, newegg,etc.. it sucks
