What is the main use for this pc?
The FX product line is all but obsolete, I would not spend a dime on it.

I5-650 has a passmark performance rating of 3102 and a single thread rating of 1324. The single thread rating is most important for games.
The i7-870 has a rating of 5337 and a similar single thread rating of 1300.

Not much of a improvement if you play games, but reasonable if your use is multithreaded batch production.

Since you are looking at both a cpu and motherboard change, it is time to look at a more modern ryzen or intel 8/9th gen upgrade.

In the US, even a cheap G5400 processor will have a rating of 5192/2181.
That and a lga1151 motherboard and 8gb of ddr4 ram will be <$250.
