Heat rises. To try and blow smoke down a chimney is not going to work so well; thermodynamic laws etc. Draw heat out from the nearest point to the source (top left of atx case), and vent air in from lower and further away where the air will (likely, with a 'pc' but not deffo)be cooler. High fans out, low fans in. General airflow from front and sides to back and top.
The OP is referring to the orientation of the fans on the radiator. Either way the fans will be an exhaust. What he is asking is if it is better to pull air through the radiator (fans mounted on top of the radiator), or push air through the radiator (fans mounted on bottom of radiator).
But in general, yes you are correct about the airflow of cases.
Intake from Front, Bottom, and Side.
Exhaust from Top and Rear.
All air intakes should be filtered as well to reduce dust inside of the computer.
