Is it better to upgrade CPU or GPU?

I currently have
Intel Core i3-4170
8 GB ram
AMD radeon R7 200 series.

And i want to upgrade. But i dont know what. If it is better to upgrade GPU (would probably go for GTX 950)
Or if i should buy better CPU (probably i5-6500)

EDIT: I have AMD Radeon R7 240

What gpu do you have there are a few R7 200 series cards. It depends on the game but generally you would see a bigger improvement in gaming performance with a better gpu.
I'll just start with my answer, and then explain. I think you should get the GTX 950.

Why?

Because cpu's in game make little to no difference, if the CPU is good enough for that game (which your i3 qualifies). also, if you buy a 950, it will not be bottlenecked by the i3, and it be able to use its power to it's full potential. not to mention that (I'm assuming, you haven't told us what r7 card do you have) the GTX 950 just has more performance out of the box, compared tto your current GPU.
 
I'm a bit curious, if you have the budget to move to Skylake from Haswell you have the budget to get a 970 GTX. The i3 would cause performance issues in some games but in many it would make no difference and the card is far superior to the 950 GTX and would give you far better FPS than running the i5 with your R7.

If I was you I would get the best GPU I can afford and then save up to just put a Haswell i5 in that system as my next upgrade.
 


I have to agree. At this date... a GTX970 would crush. Then get the coin for an i5 and you're good on CPU for the next 4-5 years.
