Hi I am new to this website so sorry if I posted this in the wrong section or something. So I currently have a pc that can't handle 4k editing (it is to laggy in playback) so I need anyone's help to tell me what should I upgrade for 4k video editing.

If you wanted to know what editor I use it is Sony Vegas 13.

This Is my current build:

8GB ram
1TB Hard drive
Gtx 750ti
i3 4170 3.7ghz
Asrock Z97 anniversary Motherboard

Solution
Not really, resolution is graphics dependent, the i7 would make Sony vegas run alot faster. If your fine with your current processor at 4k, there really is no reason to upgrade.
What is your budget? Video editing/graphics designing sucks alot of memory so 16Gb is recommended. A graphics card upgrade would also be useful for 3D work etc. But the most important is the processor, getting an i7 is your first priority if your on a budget. Processing power is very important for Sony Vegas 13 etc.

Ok just to clear some stuff up because I don't think you understand. I don't care about the rendering times but what I care about is when I put a 4k video file into my video editor it freezes in playback and is impossible to edit. This is why I am asking is a processor or graphics card better for making it not lag in playback
