I'd venture to say that with vinly wrap, you would lower the heat dissipation and thereby increase the heat accumulation which defeats the purpose of the cooler.

How the hell would he defeat the purpose of the cooler with a wrap on the top? That's just one single fin out of many, and it's not some top-venting monstrosity, so it would do absolutely nothing to hamper airflow through the fin array or heatpipes.
To OP, it should be fine to cover the top part of the cooler as long as you don't leave any overhang that might get in the way of the fans/airflow.
Vinyl/Plastic traps heat. The materials that the cooler are made with are meant to dissipate heat. I do not recommend covering the top (per your picture). However, in the short run, it may do no harm.
