Question is it motherborad problem?

hi

I bought a new motherboard and CPU last week (Asus ROG STRIX Z390-F GAMING)
I always switch off my PC power when i want to go out
if I do this, the keyboard wont work after I turn on the system (not in BIOS or in Windows).

When the windows is started, there is an error for me (the last USB device you connected to this computer malfunctioned and windows does not recognize it) and keyboard won’t work and I have to unplug and plug the keyboard.
but if I don't switch off my PC power and just unplug it directly from the power outlet , there is no problem with the keyboard after i turn on the system.
i just confused!!
what do you think ? is it motherboard or keyboard problem?!

****The things I have done.
1-Reset the bios
2-Update the bios
3-Motherboard works with two different keyboards from two different brands
4-Disable xHCI
5-Disable fast boot

****System configuration:
Asus ROG STRIX Z390-F GAMING (Bios Version 0905)
Intel 8700K (not overclock)
Gskill Trident Z F4-3200C16D-16GTZR
GTX 1070 Xtreme Gaming Gigabyte
Cooler Master V1200 Platinum
Asus Strix Evolve Gaming mouse

I had this problem too in Win10. Some things you can try are:

1. Have you tried a different USB Port?
2. Update Win10 to most recent, I think version 1903 was just released.
3. In Win10, open Device Manager and try updating the USB Root Hubs drivers for as many of them as there are. For some it's 1 and others have more.
4. If at all possible try to use Manufactures Drivers and not ones provided by Microsoft or Windows as these can sometimes cause problems.
