Hello I turned on my PC one day and it gave me a loud pop afterwards I checked the PSU and tested and it didn't work but I replaced it and now when I turn on my PC it gives me the cpu ez debug light and won't post I tried putting my friends cpu in my mobo and it did the same thing I have a ryzen 5 1600 and b350 tomahawk all the fans and LEDs turn on

Solution
Yes the CPU may still get hot there is still electricity running through it.

Since its your friends cpu I HOPE you have a cooler on it or you will burn it up.

Again, your board is bad, the more you mess with it the more you risk damaging his or your CPU that is in it. I explained this already just because SOME parts of the motherboard work does not mean that the board works at all.
The bad PSU didn't turn anything on but I replaced the PSU and now all the LEDs and fans turn on but it doesn't post

I understand that, but you said you turned it on and it went pop. When that happened it likely cooked your motherboard. You confirmed this by testing a known working CPU in the board and it still doesn't work.

Fans and LEDs turning on is meaningless, there are many components to a board and any one of them could be fried.

A cheap junk PSU has poor or no protections which will cause such damage. What is the brand and model of the PSU that failed, and what did you buy to replace it? I want to know this to help you prevent it happening again.

Ok all of the fans still work the LEDs still work so the motherboard is still getting power but I put a good cpu in the mobo and it still wouldn't work but the cpu is still heating up

Any power that goes to the CPU inevitably is converted to heat. As long as the physical laws of the universe apply, your CPU will heat up if power is going into it. If the motherboard isn't working, then why are you turning on the PC?

Since u have friend with a similar setup take ur parts cpu- ram - gpu - hdd and test em in his rig. U either fried the mobo or maybe something else is ur prob. Reseat ur ram or try to boot with one stick after that go to ur friend for trouble shooting.
