Quick & easy test: Plug your PC into your TV. If it comes on and looks normal, then it's a very good chance your monitor is bad. If it looks the same, then a very good chance your GPU is bad. Do you have another GPU you can test in your motherboard or a CPU installed that has an IGPU? If not, can you borrow one from a friend? It'll take no longer than 5 mins to check and there is no need to install any drivers.

Did you make any recent changes to your PC? Drop it or tip it over perhaps?
