Is it my motherboard or cpu?

My new cpu has some burn looking marks on it like slightly darker areas that you can only really see at like a side angle which might make the CPU dead i am not sure but also my new motherboard has 4 bent pins but my my fan that only plugs into the motherboard gets power so the motherboard isnt dead do you guys think its the CPU or the motherboard pins that are bent or maybe its both i do not know all i know is when i turn it on i get no signal on my monitor and its getting power so

P.S could it be my power supply cant handle the new motherboard/cpu my power supply is legit 10 years old

Depending on how much the pins are bent that may be your problem. Some people can use something small such as a paperclip to bend them back in to shape.
