Run msconfig after the swap and make sure the Number of processors box is not checked. Press OK and reboot.

Open the Task Manager and check to see if the number of cores and logical processors is being reported correctly. The 4771 should show 4 and 8.

No need to reinstall Windows.
 
Yes it is cuz you will not using at 100% potencial
even if u change in msconfig value u will not able to use it at maximum Your Windows will know how to run at the potential of your old processor
and u will start fresh again and more powerfull

How is it that I have never seen or heard of this CPU until this thread?

Is there any difference short of some enterprise features between this and the "xxx0" skew?

Just a bump in base clock. Pretty sure they are locked 4770k. When sales of the unlocked chips started slipping, they just started packaging these for OEMs instead.
