Is it normal for a CPU to be running at 100% while playing games?

I have recently acquired to money upgrade my PC, and am wondering where to start. If my CPU is running at 100% while playing games, does that mean I should consider upgrading that first?

PC specs:
CPU: Intel Pentuim G3258 overclocked to 4.2Ghz
GPU: GTX 750
RAM: 8Gb

 
nope, CPU will run at or near 100% frequency long before it becomes a choke-point. A list of your current components would be more useful in finding your weak links.
 
It would indicate that yes, your gpu is not working hard, and you should probably consider upgrading. It is more normal to have your gpu running at 100%, which is the cheapest way to have good performance- Most games are highly gpu bound and not much cpu is used, implicating you are not using the potential of your rig as much as you can. if you give me the name of your cpu i can recommend an upgrade if you're interested
