Question Is it normal for case fans to keep spinning after suspension?

Got a new pc recently and I noticed both of my case fans (wired up to MOBO) keep spinning after suspension. This doesn't seem to be the case with my old pc, where the only fan that is connected to the motherboard has no problem stopping it after i tell it to suspend. The CPU fan in my new one also has no problem stopping after suspension. Has anyone else had this issue before? How do you fix it? Thanks in advance.

I already asked this a while ago, but I responded a bit late and ultimately didn't get a solution unfortunately.
 
CPU: Ryzen 3 1200 overclocked to 3.8GHZ
GPU: Sapphire Rx 580 8GB
RAM: 8x2 16GB 3000Mhz Corsair Vengeance LPX
Storage: 1TB WD Blue SATA3 SSD
PSU: Corsair CV 650w 80+ Bronze
MOBO: Asus TUF B450M-Plus Gaming
 
I did have them plugged into the case fan controller when i had a different motherboard in here and that worked just fine, but i'd much rather not have to do that again, I like them plugged into the motherboard better.
 
Its a sleep state issue, seems to be running s1 rather than s3 which would be the norm.

DDon't believe these states are actual available on ryzen per se.

HHave you tried deep sleep enabled in bios, not exactly sure where it is in your bios but this tends to be disabled by default on ryzen chipsets
