Question Is it normal for CPU cooler and case fans to be running constantly ?

So I have google Chrome with 11 tabs open and here are how my fans are behaving (my temps are low....) :

and now with chrome closed:

Is this normal ? Should I change the fan curve in BIOS ?

Yes it's normal. You can change fan behavior in bios and/or power plan
