Is it normal for CPU Cores to have different speeds?

When checking my CPU temps and MHZ, I noticed that my 6 cores are running different speeds. Im not too tech savvy, I was just wondering if this was okay. Here is a picture attached. I have an i7-8700. Also, is it normal for the speeds to change a lot? Within watching it for a minute, the speeds changed constantly among themselves. Should the Mhz stay constant? or is it okay that it would change constantly. Thank you !

It's absolutly normal. As Lutfij said they have speeds as needes - also not all cores - by default - have the same max turbo frequency.
The 8700k for example can clock up to 4,7GHz -but only one core. If all 6 Cores are used it clocks up to 4,3 GHz.
1C: 4.7GHz
2C: 4.6GHz
3C: 4.5GHz
4-5C: 4.4GHz
6C: 4.3GHz
