Is it normal for CPU Temps to jump with light computing ? (HWMonitor)

Using HWMonitor I see my CPU temp jumps from 16c to 35c constantly when I just read comics in comic rack and listen to music .

I use stock heatsink just to note .

35C is definitely in the normal range for a stock proc with a stock cooler. In fact, it's unusual for a processor to get as ow as 16C with a stock cooler. That lower temperature probably happens when the CPU is idling, and there is little to no workload. Perfectly normal
