Question Is it normal for CPU to reach high % when loading pages?

It might be a dumb question but I'm still new to this. I have an i3-9100 3.6GHz (Not overclocked) and it reaches 70% when loading certain pages and 90% if I open multiple pages at once. Once the pages are loaded it drops down to 5-15%

That sounds normal.
