Is it normal for CPUS to reach 3700mhz when gaming

When i play games such as fortnite my cpu goes up to 3700mhz and stays there, is this normal? cpu usage varies, usually around 25-40.

i've also noticed the higher the GPU and CPU usage the more frames i get, but I play on low settings to get more frames, so it kinda contradicts itself.

btw the cpu gpu usage and stuff are in the bottom left corner. Sorry if the answer is obvious, quite new to pc gaming and pcs in general.

Yep, totally normal. My 4690K's advertised speed is 3.5GHz but because of the aforementioned Intel Turbo Boost it can also run at up to 3.9GHz without any OC applied by the user. It's an automatically enabled feature compliments of Intel.

Nvigia has GPU Boost for the GPU which will automatically boost it's speed past stock deepening on other variables such as how hot the GPU is.

Low settings means less work. Instead of John Doe creating complex doilies with a perfect shadow and reflections on the glass table it was placed on, he just tosses out a napkin for his ice cold beverage. The CPU and GPU get that easier job done quicker so it can deliver frames faster hence the higher frame rate. Lower workload instead of lower frames.
