Question is it normal for gpu to load that much?

Hi! when pressing on msi afterburner, i always see that my gpu hz is loading very high and then goes down to normal. It happens everytime i load a program and so on. my gpu is not oc btw. Is this normal for the gpu? is it becuse it loads? meaning the GPU clock and memory clock.

Specs:
i9 9900 k not clocked
rtx 2080 ti
32gb hyperx fury 3200 mhz
ssd 1tb
motherboard arous z390 master
fan on cpu dark pro 4 250

It is normal for the GPU to increase the clock/mem speeds (frequency/Mhz), when the card is under full LOAD/gaming. Though, this shouldn't be happening during IDLE mode. What POWER SUPPLY unit are you using ??

Hi sir. Maybe i was a little missleading. I didnt mean its under full load. I mean like if i open a program for example it goes to 1000hz in one second and then fast down in one second. Its not full load it just goes high up for one second and then down on one sexond. I have corsair rm 1000

And about idle mode, its bot doing anything. Its perfectly normal. I can go to internet etc etc. i mean its nothing thats bother me, i havent noticed anything unusal when i play game etc. just was curious
